The leaders in Washington, DC. did maintain a neutrality stance until the day after Japan bombed Pearl Harbor, Hawaii. The next day the Congress declared war on Japan.

The reason the US government and the general populace had the isolationist and neutral ideals was due to World War 1. It was a foolish, convoluted war with a million needless deaths. That war solved nothing and created more problems in Europe. The American were furious their men died in vain. They chose never to aid Europe in another war. They were clueless as to what the Nazis were in reality and how vicious, atrocious and murderous they were. They did not understand that the United Kingdom was at risk of being annihilated.

In those times there were no internet communications, global telephones, satellite communications and instant news. So the Americans did not understand was was really going on in Europe.

War causes economic recessions. By staying neutral we hoped to stay out of debt. That is mostly true but the answer depends on the time period. During WW1 the US tried to stay neutral to stay progressive. During other wars the answer really varies. But the first answer really sums it up, saving money and staying out of debt is a main priority. Wars cost billions of dollars, in the case of WW1 many of countries went into depression and for us it is known as the great depression.
