It is down inside of the center of the intake. You will have to remove the plastic upper intake plenuem to get to it. That is the black plastic part that is bolted onto the center of the intake.
a 2000 will not fit in an 1995 but will fit in 1999 Don't listen to this. Any 4.3 or 2.2 will fit into a S10 regardless of the year But: you must have the Computer and the matching wiring harness or it wont work. Example 4.3 Vortec With the spider intake will not work with a 4.3 regular intake. but will if you get the computer and the wiring kit for the engine
