The slaves being held in Southern states that were liberated during the war were emancipated at the time. However, the Northern slaves were not actually freed until the end of 1965 after the conclusion of the Civil War. A bill was introduced to free all slaves in January of 1865 but it was not ratified until December of 1865 and the war actually ended in April. Slaves that were freed before this time often had difficulties as other slave-holding states in both the North and the South still often considered slaves to be property and subject to be returned to their masters if they were caught.
Rhode Island was actually the first state (Colony at the time) to abolish slavery, doing so in 1652 by establishing a law to prohibit slavery but though the laws were in place, it was still an uphill struggle. Records indicate that the last slaves counted in the Rhode Island census were in 1840 when there were four of them on record.
