Until the 1990's, apartheid (racial segregation) was the primary concern in Africa; this often coincided with violence between the European ruling country, such as the Belgium Congo as one example, or South Africa. After the white leadership departed (sometimes referred to as a "white flight") during the 1960s, 70s, 80s and finally in the 1990s, inter-tribal wars erupted between African groups.

From 1945 thru the end of the cold war in 1990, other than humanitarian efforts, the US steered clear of non-cold war events. When compared to Europe, the Americas, or Asia, Africa was considered a non-cold war region.
