The micro states were not invaded: Andorra, Liechtenstein, San Marino, the Vatican.

Britain, as this does not include the Channel Islands.

Many of Germany's allies in Europe were occupied or invaded by Germany after surrendering or trying to surrender. However, Bulgaria and Finland were not invaded by Germany.

German forces took over occupation in Albania following the collapse of the Italian fascist regime in 1943, who were the original invaders.
