The TL-29 is a "Tool, Linemen's", hence the moniker "TL". A lineman is an electrician. Camillus went out of business in 2007, so that establishes a definite latest date. They were made from WWII, into the new millenium, with some design changes. Originally the handles were wooden; later they were plastic. Some have "TL-29" inset in one handle.

It is either a very strange artifact, a commemorative something or another, a piece of junk made somewhere in Asia or a one or two "genuine Hoax". Are you certain that it is not a TL-29 Electricians knife that has two blades, a standard cutting blade and a screwdriver and scraping blade, They were normally issued as a set with a TL-13 Electrical Pliers in a very solid leather pouch. Together the three items had a separate nomenclature (Which, I am ashamed to admit, I cannot recall, but will probably remember tomorrow, when I can no longer remember why I recall such trivia.)
