Gas tanks are designed to be air tight, because gasoline is a volatile liquid and you do not want it to evaporate out of the tank. Of course, a gas tank can be damaged, and may cease to be air tight.

The air filter is under the gas tank. You will have to loosen your gas tank and lift it up. The air filter is flat and inserted in a vertical slot. Locate it and pull up and out.

most likely the oil tank The tank under the seat is your rear air box for your rear air filter, there is a similar one under the gas tank for your front air filter.
Gas tanks don't release air when refueling. When you remove the gas cap, any pressure in the tank is released. If you're referring to gas "spitting" back out when pumping, try squezzing the pump handle a little less to slow the flow of gas into the tank.
Anything pressurised with gas - an auto tire for example, or a scuba diver's air tank.
You will need to syphone as much gas as you can out of the tank, and let the tank air dry. If the vehicle was ran while there was water in the gas tank you may have to replace some other things. Such as a fuel filter and or fuel injection. ~ Proud Mechanic.!
the air filter is located under the gas tank, remove the tank, and change the air filter. SOME air filters are reusable however.
