The 23rd Amendment provides that Washington DC gets three electoral votes in the Electoral College.The specific text of the amendment is:Amendment 23 - Presidential Vote for District of Columbia1. Amendment #25. Specifically, Section 3, which states, "Whenever the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that he is unable to discharge the powers and duties of his office, and until he transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President."
If the president dies or is incapacitated to perform his responsibilities, or he is impeached, then the vice president would take over.
Amendment 25 sets rules for temporarily giving the vice-president the powers of the President, both by request of the President and involuntarily . It also gives a process for restoring the president's powers. (The main body of the Constitution makes the vice-president the president if the president dies or resigns.)
