as far as I've known there is no torque specs for a valve cover ive been workin on Honda's since i was 15 i just have tightend them down tight an there was never any problems
The torque should be 7ft-lbs.
i think your looking for a tourque wrench you can adjust how many ft /lb
The idle speed on a 2001 Honda Civic is adjusted through the idle air control valve. The valve is located behind the intake manifold. Open the cover using a screwdriver and tighten the valve to lower the idle.
as you are standing at the front of the car, it is at the left rear corner of the valve cover, next to the distributor, under a small hose that leads from the valve cover

Most valve cover torques on Honda's are 84 inch pounds. It could be different on your depending on the engine and year. Start on the top bolt just left of center and go in a criss cross pattern working outward.
