Yes they can but you have to apply to the UKKC just the same as the IKC but there is no need for the dog to be registered in both.

Pedigrees (records of family history) cannot be purchased or sold. If your Dog is Kennel Club registered then it should come with it's pedigree and Kennel Club certificate. Dog's must be registered with the Kennel Club by the breeder and both of the Dog's parents must have also been Kennel Club registered to be able to register the puppies. If you have lost your Dog's pedigree then for a fee you can usually order a new one as most Kennel Club organisations keep records of registered Dogs.
One can become a member of the United Kennel Club by owning a licensed cat or dog in the United Kingdom. The United Kennel club has numerous sites throughout the UK.
