In general, the English had control of the colonies, then decided to leave them to fend for themselves, also called salutary neglect. Later on, Britain decided that it wanted to regain control of the colonies so began issuing the Intolerable acts, taxing the colonists in various ways to show their control. Because the colonists were quite getting used to being on their own, they started to fight back to the British, for example the Boston Tea Party. So the fact that England was violating its salutary neglect by trying to regain control of the colonies fueled the fire of revolution and caused them to react negatively to the acts. They decided to maintain their independence by declaring war on the British. Hope this helps!
