I don't have a Euro but on my 1992 Z34 Lumina I had the same problem.
You may not need to remove the steering wheel if you do these steps first.
The high beam switch is part of the turn signal arm. The arm has a hinge so that when it is pulled forward a plastic point slides along and depresses a black plastic push-button.
Underneath the black plastic push-button in the steering column is a metal rod that extends down the column to a white and gray plastic box. This box is the switch itself.
Check the box by removing the lower dashboard cover just below the steering column. The rod and box are on the left side of the steering column.
On mine the rod had come unseated from its receptacle on the switch box and wasn't clicking anymore.
If the end of the rod is not in the small round hole in the face of the switch box insert the rod into the hole and try again. Make sure it goes in as far as possible to avoid it popping out again.

The 1990 Chevy Lumina signal flasher unit can be found beneath the drivers side dashboard. The signal flasher unit will be above the brake pedal.

Well kinda. The highbeam "flasher" function is connected to the turn signal arm.
I don't know why exactly, but I do know is that by pulling just slightly on the high beam/cruise control/turning signal lever and you press on the breaks, the lights kick in.
