The smallest town in the US is Monowi, Nebraska, with a population of 2. The only resident is the mayor and a librarian. It used to be a thriving little village, but now it's gone. Sort of sad.

Minowi, Nebraska only has a population of 1. It used to be 2, a married couple, but the husband died in 2004. Now that 1 lady is the mayor, librarian, bar tender, everything!

If you ever go there, she's usually in the tavern where people come to sight see.

Sorry, but it takes more than 1 person to be a town. A council must meet regularly, a levy must be certified each year, and public services must be provided for a town to be considered functioning. I'm sure there's lots of "used-to-be" towns that have a population of 0, but the smallest "functioning" City in the USA is Tenney, MN. (they also have the largest tax capacity per-capita of any city in the world; thanks to the town's only remaining industry)
