Most head gaskets are considered no re-torque. Meaning once torqued to spec that's it. However, I do know some guys that torque it and while on the engine stand will wait a day and re-torque. Not really necessary if you use a good no re-torque head gasket.
The 4.3 v8 (L99) in the 94-96 Caprice's made about 200 hp and 245 ft. lbs. torque.
You can have a list of problems. The problems can be severe enough to actually enabeling your car from running properly or even running at all. It can also ruin your engine.

to RUN in a head gasket,u torque the head bolts to specs.you then run engine for specified amount of time, then again torque head bolts to specs. most shop manuels will give you 2 toque settings.

Sometimes a leaking valve cover gasket can be fixed by simply retorquing the bolts to their proper torque. If that doesn't solve the problem, the gasket will have to be replaced as per your engine manufacturer's specifications.
There is no gasket between the engine and transmission. The torque converter inspection plate does have a dust seal on it.
