Yes, it is very weak. All anyone has to do is wave the word terrorism at it, and it folds up like a paper umbrella. We may be able to restore its strength, but only by repealing, or declaring unconstitutional, measures like the so-called Patriot Act.

Articles of Confederation. It only had a legislative "branch" (there weren't branches yet). It was weak because it gave the legislative section all the power
