That would be the government as it existed under the Articles of Confederation. The Articles of Confederation had many weaknesses, most of which were addressed in the later US Constitution.

I think you mean the articles of confederations. It was under this agreement that the Untied States had their first independent government. The central government was weak and had little power over the states. They soon proved to be inadequate and were replaced by the Federal Constitution.
