A L14-20P is a 3 pole 4wire 125/250 volt grounding plug. The four wire (white, red, black and green) cable connection will be, white wire to the W terminal, red to the X terminal, black to the Y terminal and green to the G terminal. If it is the same plug every time, I would say the plug or wire is grounding out some where. Try replacing the plug the the wire.
A 2-pole wire will not work on a 3-pole plug. You will need to use a 3-pole wire on a 3-pole plug.
