The CIA and the Eisenhower Administration had planned and trained the exiled and anti-Castro Bay of Pigs operation for the past year, and the one thing that he insisted on having was plausabile deniability. No US troops, ships or aircraft were to be involved. The operation was thus doomed from the start. The CIA was certain that Castro lacked popular support. Kennedy believed in them. They were wrong. Eisenhower who had planned the great D-Day invasion at Normandy had been duped by a small number of CIA operatives into approving a plan that was based on faulty intelligence, estimates or resistance strength, of Castro's control of the populace and on the training and skill of Brigade 2506. Kennedy refused to allow the 82nd Airborne Division and the 2nd Marine Division, (Reinforced) ,the 2nd Marine Air Wing, the most powerful Navy's Fleet and the most powerful Air Force in the world to enter the fray in support of 1,511 Cubans without Casus belli. In the 1960's it was still unpopular to go to war without just cause or a legitamate reason. People in high office still needed strong words like Alamo, Maine, Lusitania or Pearl Harbor to place troops in harms way. The Bay of Pigs fiasco set the US up for the Cuban Missile Crisis and for a continuation of the Cold War. And next,

1. Cuban Missile crisis only came about because Kennedy started to implement missiles in Turkey. USSR did the Cuban missiles as retaliation for this. So, whereas most American think Kennedy made the Russians "blink", all that really happened was the USA agreed to remove their missiles from Turkey in exchange for USSR removal from Cuba. In Russia, they say Kennedy "blinked".
