George Rogers Clark persuaded Patrick Henry to allow him to raise an army to capture British outposts on the Western frontier. Clark wanted to expand the war into the frontier.

I am not sure what your question is asking, but will give it a try. After the revolution the country pretty much needed to repair and create a new government. The only thing I can think of for an answer for you is that people began to move into the areas beyond the Appalachian mountains. This was considered frontier. Later in 1803 Jefferson buys the Louisiana territory from France and people eventually began to move further west.
