In order to take part in the actual defense of Pearl Harbor during the attack it would primarily be army or navy. Navy however, was the primary target of the Japanese. Ammunition for the Navy had been stored in locked or on shore locations due to an Admiral's inspection on the previous Friday - therefore it was not an easy fight for them. There were a few tied to what would be the early version of the Airforce in place but very little time to get airborne and in position to fight was available. Army would, in my opinion, be your best bet.
