It looks like if it is a centerfire caliber you can use it. So, yes you can use a .223 caliber rifle.
that is a great deer hunting caliber and rifle. The best thing to do is try a few different brands and bullet grains. Every gun is different. My friend has the same rifle and uses 145 grain Winchester ammunition with the nosler tips.

Yes. I own a Ruger M77 Hawkeye in 280 Rem. It plain levels whitetails out to 200 yds, with a 140 gr. bullet. My only suggestion is that if you don't reload, start. 280 Rem is not as popular as the 270 Win or the 30-06 Sprfld, so ammo is not as readily available.
Any of the 4 calibers you listed are more than adequate for deer. The larger calibers will extend the range, but (in my opinion) the range is actually limited by the ability of the hunter. I mainly hunt Eastern Whitetail, and the .243 has less recoil than the others (all other things being equal), but if I were hunting in the Western states, I might prefer a .270 for range and power.
