When an undeveloped parcel of land is referred to as fully entitled what does that mean?

"Fully entitled" is developer/builder jargon. It refers to a business opportunity. State and local pre-construction requirements are known as "entitlements". It means that the preliminary permitting work has been completed for a building project on a parcel of land. Primarily, the plans for the project have been approved by the Planning Board or Commission. A builder or developer can then purchase the parcel and build according to the proposals and plans that have already been approved.

How is the parcel game played?

The rules for 'Pass the Parcel' is simple. A gift if wrapped in several layers of paper. Using different colours for each layer makes it easier to remove a single layer each time. The children sit in a circle and music is played while the parcel is passed round the circle. Someone in charge of playing the music will randomly stop playing (without looking where the parcel is). The child holding the parcel takes off a layer, then the music restarts and the parcel is passed round once more. The child who unwraps the last piece of paper wins the gift.
