Well, no. But its normal for the float in the carb to get get stuck and cause the gas to overflow through the overflow tube.
Your carburetor is loading up. Or your needle valve is out of place or stuck.
if you have a carburated engine the float may be too low or has sprung a leak and sinks in the bowl causing overflow or a leaking injector
If it's coming out the overflow pipe, then it's likely to be a sticking float.
Find the leak, and fix the cause.

A gas tank can indeed overflow if it is not full. A gas tank can overflow if the pressure inside of it is too high.
