What is NORMALLY the problem is pretty simple: whoever changed the coolant last time didn't turn on the heater when he got the air out of the cooling system. This trapped air in the heater core and caused you to freeze. It's pretty easy to fix: Find where the top radiator hose enters your engine, and you'll find the bleeder valve. It looks like a grease fitting. Turn your heater to its hottest setting, open that valve with a 10mm wrench, and pour Honda Genuine coolant (accept no substitutes!) into the overflow tank until coolant comes out the bleeder valve. Then close it quick and you should have heat.
