They wanted to prevent the Greek cities from causing trouble amongst the Greek cities of Asia Minor. After trying to stop this by imposing tyrants to control Athens and failing at Marathon, they invaded to incorporate mainland Greece into their empire and so establish an ethnic frontier.

They subverted the northern Greek states, and as the southern states resisted the threats and bribes, attempted to take them over by force and establish a provincial governor with Greek puppets running the city-states.

This failed, turned back at Salamis and Plaraia.
