If your battery is good then you need to check the fuseable link on the red wire at your starter. It wont be the biggest red wire it will be the next size down. You will find it connected to the small bolt on the starter. You will have two small bolts and one big one. That bolt will be marked "S" for start. The other is marked "I" for ignition.

I have a 99 Grand Am with the exact problem. I was told it was the "modulator" which costs like a thousand bucks to fix. Because it is electrical I wouldn't recommend you trying to repair it yourself! Good luck
