If the heater blower has humming noise when motor is running, first check its capacitor. If the capacitor is fine, then the motor is the problem and may need to be replaced.
The heater motor is failing.
I think the person means the heater blower motor and not a radiator fan motor
First check the fuses (all of them). Next, try turning the fan to high (with the engine running) and gently tapping the heater blower with a hammer. It it blows, you need a new blower motor. Next connect a 12V test light to the two wires at the blower motor. If it lights up, the blower motor is bad. Otherwise you have en electrical problem.

Heater blower motor running continuously. Check the heater resistor pack.
Failed limit switch, or bad wiring. The motor will keep running until the headlight finds "home" ... ergo a failed limit switch as mentioned above. The sensor at the "home" position (headlight off) has to be tripped by the headlight assembly before the motor will shut down. The motor has no idea where the headlight physically is ... it keeps running until the switch is engaged.
Ck the heater fan motor resistor .
the brake switch at the pedal is stuck or out of adjustment.
Probably the blower motor, wiring to it or control switch
Because at the start and stop of motor it will take high current on starting of motor.
