The neutral safety switch prevents you from cranking the car in any other gear than park or neutral. Sometimes this will fail and you will have to manualy flip the switch. also there is a possibility that the car will only start in park and never start if it is in Netural.
The Neutral Safety switch This is a part found on all cars with automatic transmissions. It prevents the starter from engaging if the transmission is in any gear other than 'Park' or 'Neutral'. It also turns on the back-up lights when the transmission is shifted into "reverse". It can get out of adjustment or fail.
Have the neutral safety switch checked. Try putting the vehicle in Neutral and starting. Also "jiggle" the shifter to see if it'll start.
You can replace it, but you cannot remove it permanently. The neutral safety switch is a part of the Camry safety system. If you manage to remove it next time when you are passing the state inspection you very high chances to fail it. However, if your state does not have an inspection for licensing and such, you can connect a wire from a push button to the starter and battery. Then you just have to turn the car on with the key and push the button to start it. This is a cheap fix. But be careful because someone can crack the ignition and get the car to engage in the on position and the car will start by pushing the button. So my advice is if you do this always lock your doors!!
The Haynes manual says an error code 69 is a neutral safety switch circuit / Engine cranks in drive (adjust or replace switch). Note: the Shift cable for the Automatic Transmission stretches over time and should be adjust, if too long cable will need to be replaced.
Dead or weak battery? Loose or corroded battery terminals? Bad starter? Bad starter solenoid? Neutral switch?

Try shifting from Park to Neutral to Park and if the car starts, you have aproblem with thepark/neutral safety switch. It may be failing or just need adjusting. On the driver's side of the transmission. See if the two marks line up but being out in the weather they can fail if it was never changed before.
Possible causes include broken wire, failed switch, blown fuse, faulty flasher.
ANY mechanical system- including the safety on a firearm- CAN fail. This is the reason for the basic firearm safety rules- including "do not point a firearm at anything you do not mean to shoot." It is rare, but CAN happen.
You are more than likely hearing the electric fuel pump running. If it is noisy then it will fail in short order.
