If the brake lights stay on when the car is not running on most vehicles, including the 1994 Dodge Intrepid, there is probably a short somewhere in the wiring to the brake lights. I had the same problem. There is a recall on certain Trailblazer tail lamps. As I recall, it has something to do with vibration and/or heat causing the brake light bulb to become loose in the socket. This bad connection can burn the bulb out. GM has updated the part, so if this is your problem it should be covered as a safety recall.

On most cars, the brake light and turn signal are the same element in the bulb with two elements in it. The other one is the tail lights. The brake light will often burn out sooner because it is used more and the on off is harder on the element. If you have the front amber running lights, it is almost certainly the bulbs.
