You have a broken vacuum hose under the hood that supplies the switch.
The steam could be coolant from a bad heater core.
The heater may not be on - but the fan still blows air through the vents when they're open !
You have either a cracked heater core or bad heater hoses that are allowing antifreeze to enter into the vehicle............
The a/c - heater controller is out...........

Most likely the heater core is leaking. Has to be replaced.
under the hood. on the passenger side. near the silver air conditioning can looking thing. you will see a black thing with 3 vacuum lines attached. this is what controls the heater vents.
Call a professional HVAC service person. Ask them.
