While driving this evening my '91 Dodge Dynasty demonstrated nearly the same issues.
I have had electrical issues in the past with my Dynasty, so the first thing that came to mind was a bad fuse. In the past this has never affected the Air Bag light, however, I went ahead and checked my underhood fuses anyways.
From what I can tell the 50 amp Blower Motor fuse also services everything that was wrong with the aforementioned Dynasty.
After changing the fuse everything started working again and the airbag light turned off.
To access this fuse you must open your hood and look for a unlabeled rectangular box on the right hand side of the engine compartment. There are two latches on the box, pressing in on one will allow access to it.
This box is the power distribution center. The fuse that must be changed 50 amp blower motor fuse. Under the lid of the box there is a label that indicates which fuse is which. The fuse may not be visibly burned out, but you can check it for continuity with a multimeter to ensure that it is bad.
