three possibilities , fan thermostat switch is bad or cooling fan relay is bad, or radiator is low on coolant (possibly due to a leak - check reservoir & top up if needed).
Radiator fan? If so, new fan. (unless something's jammed in it and keeping it from turning) Same goes for the heater/AC fan.
Replace the fan relay (in fuse box under the hood)... it is locked in the on position
