The ethanol is the gas attracts moisture, over a duration of time this moisture can lead to a substantial amount of water in the tank. Make sure the tank if full when you store the mower for the winter and you will eliminate this problem. Be sure and add a fuel stabilizer when storing for over 1 month.
if you run out of gas, then sometimes there is trash in the tank. This sometime causes the fuel line to get plugged. what I suggest is to make sure that the tank is clean and the line is clear
it depends... if you have a drive mower than you should have a hose that runs from your gas tank into a fuel filterer you unclip it the gas will leak out you can probly find it if you locate the gas tank just look for a tube,and if its a push lawnmower you should do the same,or you can tip the lawnmower over with the gas lid off,and let the gas drain out into a pan or so.

Very likely your primer which causes a vacuum to pull the fuel from the tank to the carburetor has a "rubber ball" and rubber gasket that has cracked, causing it to leak gas.

The only way to know for sure if a person has water in the gas tank is to drain the tank. Usually a car will sputter and die if there is water in the tank.
