I'm not sure how to evaluate "major" interstate highways.

In terms of interstate highways period, New York City is unsurprisingly in first place, with eight (87, 95, 278, 295, 495, 678, 695, 895). Chicago is in second place with seven (55, 57, 90, 94, 190, 290, 294).
