Just a guess, but I would suspect the beginnngs of bad rear wheel bearings. If you want to do it yourself, it should cost you around $50 per wheel. Do both at the same time even if only one is bad. However realize this is probably just a symptom of another problem, which is most likely bad rear wheel alignment which would also be indicated by uneven wear on the rear tires. So the full fix is most likely going to be 1) relpace bearings, 2) replace tires, and then 3) alignment (in that order, and within days or a few weeks of one another). A bad tire (out of shape or out of balance) could also be the root cause. I doubt that it is the brakes which would usually only be suspected if you heard a squealing, usually first beginning when backing up and then progressively getting louder. However, also note that squealing can indicate bad bearings as well. Pulling the wheel and inspecting is the only sure fire way to tell. If you have sufficient pads - then its most likely the bearings.

How do free backing brakes work?

Free Backing brakes have a unique design that moves the front brake shoe away from the brake drum when you are backing up. This allows the trailer to roll free when backing up, but this type of brake has no braking power while backing, therefore, your tow vehicle's brakes carry the entire load.
