your fuse is proble blown If the turn signals work then that tells me that the power and wires are good back to the bulbs but you need to check the brake light switch which is located near the brake pedal under dash. Use a 12V circuit tester here to see if there is power going thru it. This may be your problem. I hope this helps you. Mark
Probably the wrong bulbs or the brake lights are getting stuck "on". Or maybe a combination of the two. Check that you have the right bulbs and check to make sure something isn't keeping the brake lights on. FriPilot

What year is the Ford Explorer ? There could be a separate fuse for the lower brake lights

If all the fuses and bulbs are new and work properly, the lights could be malfunctioning due to a short in the wiring. The wiring may also be damaged or burned out in places.

Because something's wrong, of course. What it could be... bad switch, break/short in the wiring, bad fuse or relay, or even just bad bulbs.. chances are, your car uses dual filament bulbs for the brake lights, where they'll function as both marker lights (with one filament active) and brake lights (with both filaments energized).
And 'appen the brake lights come on when you switch on the side lights? Someone has swopped the wiring over... or forced the bulbs into the sockets the wrong way 'round!
They are either the wrong bulbs or one of the filaments is burned out. The bulbs should have two filaments. One is illuminated when the lights are on. The other is brighter when the brakes are used.
Check the switch that is attached to the brake pedal. There are at least two possibilities that come to mind. 1) You could have broken or frayed wires leading to the brake lights, which are preventing current from getting to the bulbs. 2) The brake light switch, (located under the dash, by the brake pedal assembly) may be bad. When you step on the brake, the lever the pedal is attached to pushes a small switch, which sends current to the brake lights. Hope this helps.
Check to see that the wiring is still in good shape and that they are all connected. As my previous car aged, this was a problem. Also, check the bulbs and their sockets. Sometimes they are dirty or no longer seat probably.
