What could be wrong on a 1995 Jeep Cherokee if the power windows door locks radio and all interior light all have gone out only headlights are working and the fuses are all good?

Recheck fuse #9. This one has a tendency to go out more frequently than others and is associated with all of the mechanisms you noted.
