Recheck fuse #9. This one has a tendency to go out more frequently than others and is associated with all of the mechanisms you noted.
I own a 2005 jeep Cherokee my headlights on the passenger side is not working changed the bulbs & they are still not working.

probably the fuse is blown.
The windows are fed by a circuit breaker. If all are not working you should check the harness to the driver's door for broken wires.
Headlights not working
check the ignition switch under the console on the steering column
Headlights,interior lights stop working.checked all fuses. I would suspect the headlight switch and/or the electrical connection at the headlight switch is faulty.
Aftermarket Headlights and Tail Lamps ... LED Fog Light Replacement Bulbs ... these European cars have sensors that detect whether the light is working or not. ... Interior lights typically do not need error free bulbs, but for certain vehicles.

If the headlights will come on bright it's probably the starter. If the lights are dim it may be the battery. If you try jumper cables and it won't start it's probably the starter.
I had a similar problem with my 2002 Siena 1.6. It was a faulty relay situated in the main fuse box alongside the steering column (can't recall which relay it was but the diagram on the fuse box lid indicates). It also affected my headlights on low beam.
