The starter is either jammed in the open position and is already engaged in the flywheel and won't retract, or the motor is just plain burned out. You will have to pull it and take it to Auto Zone where they will test it for free for you. You can pull it and test it yourself by grounding it and applying power with a FAT HEAVY INSULATED cable and see if the end flies out, but it could do so out of the car but not have the strength to do it under load. A starter solenoid can be bypassed by connecting a jumper wire between the battery and ignition posts on the starter. This will cause it to spin immediately without using the ignition switch.
The positive battery cable connects directly to the starter. Depending on what type of vehicle it is, the solenoid is either on the starter or on the inner fender. Power for the solenoid comes from the ignition switch. You can run a wire to the solenoid to cause the starter to engage.

I've had the same issue, It's a bad ignition switch, replace the ignition switch and you should be good to go. P.S. the ignition switch is located under the steering column, it's held in by 2 screws, but it can be a hassle to remove.
Yes, by using it to short the solenoid. It's dangerous and can cause fire. You can engage the starter with a screwdriver and crank the engine over but you would still have to "hot wire" the ignition system to run the engine.
Probably a stuck solenoid.
It can cause the ignition lock cylinder to not turn. If it turns then the key is not why it will not start. Look into the ignition switch, starter, battery, or connections.
I had the same problem. I took it to a mechanic and they told me it was the ignition switch.
