Every European country, with the exception of Andorra and Vatican City, has plans for joining the European Union soon or in the future. This doesn't necessarily mean that every one of these countries are currently in the midst of an EU membership plan, just simply that they have either tried to join the EU before, or they have announced they will in the future, or haven't announced that they will not join the EU. For example, Switzerland is a country who applied for membership to the EU. However, a referendum was held and rejected by the citizens, so the country's membership is on hold.

In addition, some countries even outside of Europe are either targets for future enlargement by the EU or have expressed desire to join the EU. These countries are Israel, Cape Verde, and Morocco. Israel is a country that the EU has plans for accession when and if the EU starts their non-European enlargement agenda. A poll in 2011 showed that 81% of Israelis support membership. Morocco has already attempted to join the European Union, but was rejected because they were not considered European or Europeanized enough. Morocco still has its hopes on joining the EU, as this is one of the reasons they left the African Union. Since 2005, Portugal has been pushing for the accession of its former colony, Cape Verde, as it would act as a bridge from the EU to the AU and Latin America. Since then, Cape Verde has been distancing itself from African politics, much like Morocco, and forging closer relationships with the EU.

As of 2014, Serbia and Turkey are some of the countries seeking to join the EU. Other countries that have shown interest include Iceland and Albania.
