All nations on earth that were and are friendly to the US, and which received US Military aid, use the M-16 assault rifle. This covers countries in Central America, South American, Asia, or Europe. The opposite is true for nations that were friendly with the former communist super-powers; Red China/USSR...those nations would be using the AK-47.
The M-16 is passing away on the American forces, as it is going to be replaced by the SCAR Assault Rifles series
The M16 rifle and variants are in use with over 80 countries worldwide. In many cases, it won't serve as the primary service rifle, but as a niche role rifle for certain forces. As for countries which field the M16 or its variants (such as the M4) as its primary service rifle, some of the countries on that list would include the United States of America, Canada, Philippines, Israel, Denmark, Lebanon, Thailand, and Iran. In the case of Iran, two distinctive M16 variants are in service. The IRGC uses the DIO S-5.56, which is a copy of an unlicensed Chinese copy of the M16A1, and the Iranian Army is adopted the Khaybar KH-2000, which is a bullpup design, based on the action of the M16 rifle. A search on Wikipedia for articles on the M16 rifle, M4 carbine, and CQ5.56 should yield a further list of operators, but by no means should be considered complete, as many countries which don't field the M16 or variants in any official capacity have retained quantities of them which may be issued as mission specific needs require. For instance, Vietnam retained large quantities of the M16 rifle after the fall of Saigon, and some of these were used in the Sino-Vietnamese war. Zimbabwe retained a number of M16 rifles which had been acquired by the Rhodesians, and may issue these as needed. Quantities of the Chinese CQ5.56 M16 copy have been reported to have been shipped to North Korea and Cuba, although there is no confirmation of this.
