The first incident, on 02 August 1964, was actually a naval battle between at least 3 North Vietnamese Navy (NVN) P4 Torpedo Boats and the US Navy destroyer USS Maddox; then F-8 Crusaders from nearby aircraft carriers joined the fight.
The second incident, on 04 August 1964; really was an incident. The USS Maddox and USS Turner Joy (now preserved as a museum in Washington state) engaged radar targets in the Gulf. This time, the Maddox didn't fire, but Turner Joy let loose with many salvoes from her 5" mounts at radar targets. Again, US Navy jets were called into the fray, and they reported seeing nothing.
Years later, it was discovered that ONE NVN P4 Torpedo Boat, which had been reported sunk during the naval battle on 02 August by BOTH the NVN and USN; had actually survived the sea fight. Now it appears that the NVN dispatched some P6 Torpedo Boats to retrieve the battle damaged P4 on the 4th of August. Those P6 Boats may have triggered the radar sitings on the USS Turner Joy; with the consequences that later became "The Tonkin Gulf Resolution."
