Cows don't come from a particular culture. They come from multiple cultures, but most importantly originate, biologically and taxonomically from the extinct Auroch of Europe, Asia and Africa. Different breeds of cattle have been developed to fit their climate, their owners' needs in what kind of animal they need for their livelihoods, and the environment they are exposed to on a daily basis for all their lives and for past and future generations.
I guess you would be talking about Indian people, and they don't eat beef because they come from cows and in the Indian culture cows are regarded as sacred animals.
