The number of representatives a state has does depend on population, but mainly on electoral votes. If a state has 13 electoral votes, then there are 2 senators and 11 representatives in the House of Reps.

How large the state is. For example, Texas has a lot more Representatives than Rhode Island or Massachusetts does.
