The surprise bombing raid of December 7, 1941 was the initiating event for the United States declaring war against Japan. Prior to the bombing raid, Japanese officials had been in negotiations with the United States, making assurances that there would be no aggression against the United States, even while they were telling their own people that Americans were too genetically diverse to be able to endure the kind of war that Japan would bring to us. Japan was aggressive is the east in the decade leading up to WW 11. Japan had attacked Manchuria, China and prior to attacking the Japan believed it was their destiny to rule Asia. Japan was aggressive towards almost all of the countries in Asia. They took over the British Colonies of Hong Kong and Saipan. Answer They bombed Pearl Harbour December 7.
