In 1606, King James I of England granted a proprietary charter of land to two branches of the Virginia Company to establish colonies in the Americas.
The Plymouth Colony was permitted to establish a 100 square mile colony between Chesapeake Bay and the modern United States-Canadian border, between the 38th and 45th parallel. Their colony at Popham failed. The London Company was permitted to establish their colony between Cape Fear and Long Island Sound between the 34th and 41st parallel. Their colony was Jamestown. Under the charter's terms, they could not establish colonies within 100 miles of reach other.

The Plymouth Company was an English joint-stock company founded in 1606 by James I of England. It was a company of Knights, merchants, adventurers, and planters of the cities of Bristol, Exeter and Plymouth. Its purpose was establishing settlements on the coast of North America, between 38 and 45 degrees north latitude, within 100 miles of the seaboard.
Federalists such as James Madison believed that interest groups were a natural and inevitable part of society. They saw them as important for fostering a healthy democracy by allowing citizens to organize and advocate for their specific interests and concerns. However, they also recognized the potential dangers of interest groups becoming too powerful and dominating the political process.
