As the first US President, Washington oversaw the treaties with Europe that were enacted, established the executive branch and appointed the first Cabinet secretaries, and supported the ratification of the Bill of Rights added to the Constitution. He directed the building of the new National Capital in the District of Columbia (which would later be named Washington in his honor). He personally commanded the militias that responded to the Whiskey Rebellion in 1794, and pressed Congress for a standing army and navy.

In 1794, Washington personally commanded the militias of Pennsylvania, Virginia, and other states to put down the Whiskey Rebellion in western Pennsylvania, establishing that the US could enforce its taxation and other laws.
