"Best" is a very vague term. However- the German P08 Luger was not well regarded as a combat weapon, and was replaced by Germany in 1938 with the P38. Britain used a rather low powered revolver that was sort of OK. The Russians used the Nagant revolver which no one liked, but rarely as a combat weapon. The Japanese handguns (Nambu) were more of a curiosity- and the type 94 pistol could shoot you if pressed on the wrong spot on the frame. The Italians used a decent design, but in a very weak cartridge. The best of the lot were the Canadians that used the Browning Hi-Power 9mm pistol, and the American 1911A1 .45 caliber pistol. Those are the only two still being made today.
