Austria (and Hungary) had their own treaties at the end of WW1. In thee case of Austria it was the Treaty of St Germain, signed in Septmeber 1919. To a large extent the treaty confirmed that the empire had broken up. One of the more important provisions was the Austria had to agree NOT to unite with Germany or even form a customs union with Austria. In two of the provinces (states) bordering on Germany (Salzburg and the Tyrol) local plebiscites had already voted in favour of union with Germany.
The Treaty of Versailles was a treaty authored by France and many other countries affected by World War 1. It basically blamed Germany for the war without Germany conceding to that point. It punished Germany greatly. Germany was forced to pay out millions of dollars of reparations to the nations involved. They had to give up their military might as well. This caused Germany to enter a serious depression where the people became homeless, jobless, hungry and very angry. This led to the rise of the Nazi Third Reich and installation of Adolf Hitler. The rest is history.
See the related link below to read the 14 points of the treaty.
what really happened was that Germany was blamed for it so Europe was not phased at all. except for some political problems every now and then.
