All of them were out to buy time. Hitler knew that he didn't yet have the kind of army in place to win a war if it started now; Mussolini's Italy had suffered humiliating defeats at the hands of a primitive Ethiopian army and knew that it needed much more time and build-up for its "Roman Empire' ambitions; France was still building its defense structures against Germany and England knew it needed time to modernize and expand its Navy and army.
