Throttle position sensor is located on the side of the throttle body-in line with the throttle shaft. To locate the throttle body, you can have someone repeatedly push the accellerator pedal (with the engine not running) while you look for the moving throttle shaft. Drew
A push-pull throttle is a very misunderstood thing. It is a dual cable throttle operation where in the pull cable is what opens the throttle plates. And, the push cable along with a throttle return spring is what closes the throttle plates.

Most mowers unless electric have a lever that works as a throttle/choke to start your mower. If you just pull back on the lever till the throttle/choke no longer allows gas to the engine this usually shuts it off.
Clean the carbeurator and lube the throttle cable.
If you have a simple push mower, the governor is a small plastic fin attached to your throttle. The fin is underneith the engine cover in the area that spins (part that you pull on a pull start mower)
